Every Los Angeles County employer with one or more employees must register with CalSavers or sponsor a qualified plan and certify an exemption — the final phase-in deadline, for 1–4 employee businesses, passed on 31 December 2025. That deadline reaches deep into LA County's employer base: 81% of the county's employer firms have fewer than five employees, and 94% have fewer than twenty. Doing nothing costs up to $750 per eligible employee, then $500 per employee every year.

The establishment totals above come from BLS Quarterly Census of Employment and Wages, which counts every establishment covered by unemployment insurance. The size breakdown below comes from Census County Business Patterns, which counts establishments with paid employees on a narrower definition — so its base is smaller. Both are published figures; we show each with its own source rather than mixing them into one number.

Two readings matter for the mandate. Almost nine establishments in ten have fewer than twenty employees, which is the group the final phase-in deadline reached — and the group least likely to have a plan already. And the 20-to-99 band, 40,557 establishments across the two counties, is where a plan of your own usually beats CalSavers on cost once the SECURE 2.0 credits are counted.
Read those together and the mandate's local shape is clear: CalSavers in Los Angeles County is overwhelmingly a micro-business story. The businesses affected by the newest, largest wave — restaurants, shops, trades, practices with a handful of staff — are precisely the ones least likely to have an HR department that saw the letter coming.
What an LA County employer must do now
The obligations are statewide, and every piece has its own page in this hub:
- Check your deadline. All size thresholds have passed; newly mandated employers get until the end of the calendar year they are notified. The state computes your headcount from your DE9/DE9C filings, so it already has your number. The deadline guide →
- Pick a path. Register with CalSavers, or sponsor a qualified plan and certify the exemption — sponsoring a plan alone does not remove you from the list.

- Check the owner trap. CalSavers is a Roth IRA, and profitable owners above $168,000 single / $252,000 joint MAGI cannot contribute at all. The income limits →
- Count the credits. A private plan can generate up to $5,000 a year in §45E startup credits (formula-capped), $500 a year under §45T, and up to $1,000 per employee in contribution credits. How they compute →
Why we built this for LA County specifically
Our office is at 12838 Rosecrans Ave in Norwalk, in the Gateway Cities corridor of southeast LA County. The employers calling us about CalSavers are not abstractions — they are the restaurant with twelve on payroll, the dental practice whose owner just learned she is over the Roth income limit, the contractor whose headcount swings with the season and who isn't sure which DE9 average the state used. We meet these businesses at our office or theirs, in English or Spanish.
And the incentives here are unusual for this topic: we are a fee-only fiduciary. We do not sell a 401(k) product, we do not get paid by any provider, and if CalSavers is genuinely your cheapest rational option we will say so and you can register and be done.

How does the state even know about my small LA County business?
From your payroll tax filings. Eligibility is computed from the average of your four DE9/DE9C filings with EDD in the prior year — the same data the county's 613,057-establishment count is built from. There is no radar to fly under.
Most LA County businesses are tiny. Doesn't the mandate exempt small ones?
Not anymore. Since 1 January 2026 one employee is enough, and the 1–4 employee deadline passed on 31 December 2025. Owner-only businesses, spouse-only businesses and contractor-only businesses are the exemptions. The full list →
