Treat your exit as two separate files. The LACERA pension is governed by county retirement law: on leaving you generally choose among deferring your benefit, exploring reciprocity, or a contribution refund that sacrifices the pension. Your deferred compensation account is the rollover file — four options, plus the governmental 457(b) rule that an IRA rollover forfeits penalty-free access before 59½.
The County’s two-part structure
Los Angeles County is among the largest local-government employers in the nation, and its workforce — social workers, sheriff’s personnel, nurses at county hospitals, clerks, engineers — earns a defined-benefit pension through the Los Angeles County Employees Retirement Association (LACERA). Separately, the County Defined Contribution Program includes the 457(b) Horizons Plan, 401(k) Savings Plan and Pension Savings Plan, per the County CEO memo to the Board of 15 December 2025.
Our LACERA guide covers the pension side in depth; the 457(b) guide covers deferred compensation generally. This page is the map that keeps the two from getting tangled.
The four options for your deferred compensation account
Everything below concerns the deferred compensation balance. LACERA money cannot take any of these paths.
| Option | Good when | Watch out for |
|---|---|---|
| Leave it | Institutional share classes priced below anything retail | The plan can push out small balances, and forgotten accounts drift |
| Roll to new employer | Simplicity: future-you deals with one plan instead of several | Menus vary wildly — the receiving plan may be the weaker one |
| Roll to an IRA | Freedom to hold nearly anything and to hire the adviser you choose | Once money is in a pre-tax IRA, backdoor Roth math gets harder |
| Cash out | A verified emergency after every cheaper source of funds | Tax at your marginal rate, a likely 10% penalty under 59½, and lost decades of growth |
Before you roll a governmental 457(b) to an IRA. Governmental 457(b) balances are withdrawable after separation without the 10% early-distribution penalty, whatever your age. That advantage does not transfer into an IRA — once rolled, pre-59½ withdrawals face penalty rules again. County employees who retire under 59½, which is common, should treat this feature as an asset in its own right.
Things to check before separating from the County
- Your LACERA plan and vesting status. Which LACERA plan covers you, and whether you are vested, determine your real choices — confirm both with LACERA in writing.
- Reciprocity before any refund. Moving to another California public employer may let systems link your service — a refund taken first can foreclose it.
- What deferred comp accounts you hold. Check your statement and SPD for your accounts in the 457(b) Horizons Plan, 401(k) Savings Plan and Pension Savings Plan.
- The recordkeeper and rollover forms. The County CEO memo to the Board of 15 December 2025 identifies Empower as providing third-party administration for the County Defined Contribution Program.
- Outstanding loans. Your SPD and HR explain any loan repayment options after separation.
Retiring early? The 457(b) may be your bridge
County careers frequently end before 59½, and that is precisely where the 457(b)’s design shines: it can fund the years between your last paycheque and the point other accounts unlock, without penalty. Rolling it into an IRA on autopilot bricks up that bridge. The right move might still be a rollover — but only after you have decided you will not need the bridge.
Always transfer directly. Execute any move as a custodian-to-custodian transfer. Cheques made payable to you carry mandatory 20% federal withholding under IRC § 3405(c), and a completed 60-day rollover then requires you to front the withheld amount yourself.
Common questions
Does my LACERA pension move with me to a new county job?
The money does not move, but reciprocity may connect your service if the new employer’s system participates. The sequencing rules are strict and the benefit of getting them right is large — call LACERA before accepting the new job’s paperwork deadlines.
Should I roll my Horizons balance into an IRA when I retire?
Only after pricing what you would surrender: penalty-free access before 59½, and whatever institutional pricing the plan provides. If you will not touch the money until 60 anyway, an IRA’s flexibility may win. Retiring at 54, the calculus often reverses.
Can you review my County accounts even though you are not connected to LACERA?
That disconnection is the value. We hold no stake in what you choose — our fee is the same whether you keep, roll, or defer — so the analysis has nothing to sell. We put your LACERA estimate, deferred comp, and everything else on one page and test the options against it.
