Most people assume yes. The answer depends on how the person is registered. An investment adviser representative owes a fiduciary duty — care and loyalty, across the whole relationship, and it cannot be waived. A registered representative of a broker-dealer is held to Regulation Best Interest, which attaches at the moment of a recommendation and, in the SEC's own words, imposes no duty to monitor an account absent an agreement.

Who we work with in San Fernando
San Fernando is its own incorporated city, not a Los Angeles neighbourhood, and the difference is practical rather than ceremonial. The city has its own council, its own police department, its own business licensing and its own municipal staff on CalPERS. A business here is licensed by the City of San Fernando, not by the City of Los Angeles, and the Los Angeles minimum wage ordinance does not reach across the city line. Owners who moved a shop three blocks are often surprised to find that the rules changed with the address, and it is worth confirming which set applies to you before you set a payroll.
San Fernando is 92.4% Hispanic or Latino. The commercial core runs along San Fernando Road and Maclay Avenue and up around the Truman Street mall: panaderías and carnicerías, restaurants, quinceañera and bridal shops, tyre and body shops, dental and medical clinics, insurance agencies and tax preparation offices. Most of these are family-owned, many are second-generation, and a great many owners have built real equity in a business while holding no retirement account of any kind outside it.
That is the work here, and it is not complicated so much as unfamiliar. A household where the parents send money home, the children are the first to attend university, and nobody has ever had a brokerage account, needs plain answers about accounts, taxes, ITINs, mixed-status families and what happens to the house. The local employer base
City of San Fernando
A small municipal employer with its own police department, public works and recreation staff, all CalPERS members. Whether you are a classic or a PEPRA member depends on when you were hired, and it changes the formula, the retirement age and what counts as pensionable pay. CalPERS tiers.
San Fernando Road and Maclay small businesses
Markets, restaurants, salons, clinics, auto trades and professional offices, nearly all family-owned. The state mandate now reaches every California employer that has an employee, and the owner's own retirement is a separate question with a far better answer than CalSavers. Owner plans.
Los Angeles Unified campuses serving the city
Teachers are CalSTRS members; classified staff — aides, custodians, cafeteria and office workers — are in CalPERS. Many classified employees also have Social Security, and many certificated employees do not, which changes retirement arithmetic considerably. Why that matters.
Trucking, warehousing and light industry

Public pensions and rollovers
San Fernando runs on CalPERS — the city's own workforce and the classified school staff are both in it — with CalSTRS covering the teachers. One point deserves emphasis for households here: many California public employees do not pay into Social Security for that work, so a spouse's benefit and a public pension interact in ways that surprise people at retirement. My business licence is with the City of San Fernando, not Los Angeles. Does the state retirement mandate still apply?
Yes. CalSavers is state law and it does not care which city issued your licence — every California employer with at least one employee is in scope.
