Leaving the Coast Community College District means separating two kinds of money. Your pension — CalSTRS for academic employees, CalPERS for classified staff — is not rollover money; the system keeps your earned rights under its own rules. Your supplemental 403(b) and 457(b) accounts are where the four options apply, with the standing caution that rolling a governmental 457(b) into an IRA permanently forfeits its penalty-free access before 59½.
How a district career builds two kinds of benefits
Golden West College in Huntington Beach shares the Coast Community College District with Orange Coast College and Coastline College, and the district’s payroll mirrors every California community college’s: faculty, counsellors and librarians on the academic side accruing CalSTRS benefits, with classified professionals — administrative, facilities, technology, student services — accruing CalPERS. Part-time faculty stacking assignments across districts add reciprocity wrinkles of their own.
SchoolsFirst FCU states it is the third-party administrator for Coast Community College District, which offers 403(b), Roth 403(b) and 457(b). Check your statement and SPD for your accounts and current providers.
The four options for each supplemental account
This table is for 403(b) and 457(b) balances only — pension rights cannot take any of these paths. Run each account through it separately; older vendor contracts often differ from newer ones.
| Option | Good when | Watch out for |
|---|---|---|
| Leave it | Institutional share classes priced below anything retail | The plan can push out small balances, and forgotten accounts drift |
| Roll to new employer | Simplicity: future-you deals with one plan instead of several | Menus vary wildly — the receiving plan may be the weaker one |
| Roll to an IRA | Freedom to hold nearly anything and to hire the adviser you choose | Once money is in a pre-tax IRA, backdoor Roth math gets harder |
| Cash out | A verified emergency after every cheaper source of funds | Tax at your marginal rate, a likely 10% penalty under 59½, and lost decades of growth |
Before you roll a governmental 457(b) to an IRA. Once you separate from the district, a governmental 457(b) pays out at any age with no 10% early-distribution penalty — a feature worth real money to anyone leaving education before 59½. An IRA rollover erases it: the money becomes ordinary IRA money, penalty rules included. Price that trade consciously, with help from our 457(b) guide, before signing any transfer form.
Things to check before leaving the district
- Which system, and where you stand in it. Academic service accrues in CalSTRS, classified in CalPERS; request a current benefit estimate and vesting confirmation from your system before deciding anything else.
- Every supplemental account, every vendor, every era. Community-college 403(b)s accumulate across vendor-list changes; educators routinely rediscover accounts from a decade ago.
- Surrender charges on annuity-based 403(b)s. Your statement, SPD or HR confirms your contract type and any surrender terms.
- Refund consequences before touching contributions. Withdrawing CalSTRS or CalPERS contributions generally cancels the matching service credit — an irreversible trade that deserves modelling, not momentum.
- Reciprocity if you are moving to another public employer. Moving between California public systems can link service if the paperwork happens in the right order — ask both systems before any refund.
- The transfer administrator. SchoolsFirst FCU states it is the third-party administrator for Coast Community College District.
Leaving the district versus leaving public education
The distinction drives everything. Moving to another California community college or K-12 district usually continues your CalSTRS or CalPERS membership — the pension follows the system, not the campus — shrinking the urgent decisions to the supplemental accounts. Leaving public education altogether puts every account on the table at once: pension election or deferral, the 457(b)’s early-access feature, and the 403(b) consolidation question.
One dated warning to discard: pre-2025 articles told California educators to expect WEP and GPO cuts to Social Security. The Social Security Fairness Act repealed both provisions in January 2025, so older projections understate what many district retirees will actually receive.
Always transfer directly. For each supplemental account you move, demand a direct transfer between institutions. Under IRC § 3405(c) a distribution cheque in your name is docked 20% for withholding, and closing the 60-day window then takes replacement cash from your own pocket.
Common questions
I teach part-time at Golden West and two other districts. How many accounts might I have?
Potentially one per district vendor you ever enrolled with, plus separate pension records in the same system. CalSTRS consolidates your statewide academic service, but 403(b) accounts do not consolidate themselves — inventory each district’s vendor history and gather the strays deliberately.
Should classified staff at the district read this page or the CalPERS one?
Both halves apply: the CalPERS guide for pension elections and vesting, this page for the 403(b)/457(b) decisions. They interact — an early exit raises the value of keeping the 457(b)’s penalty-free access intact.
What does independent advice add for a college employee?
The systems explain their own rules well, and vendors explain their own products favourably. What is missing is one party with no product to sell modelling how the pension, the supplemental accounts and Social Security fit together — that is what a fee-only fiduciary is for, at one published fee.
