Rancho Santa Margarita is one of the last of the great Orange County master plans — built by the Santa Margarita Company on Rancho Mission Viejo land, opened to residents in 1986, and not incorporated as a city until 1 January 2000. Everything about the place reflects that: the lake at the centre, the tiled town centre at the top of Santa Margarita Parkway, the business park along Empresa and Banderas, and above all the associations. Most of the city sits under SAMLARC, the Santa Margarita Landscape and Recreation Corporation, with sub-associations layered underneath it for individual tracts. Two sets of dues, two sets of governing documents, and two sets of reserve accounts standing behind the largest asset most families here own.

That is not trivia, it is a financial exposure most people never look at. A community association's reserve study is a public-ish document that tells you whether the money to replace roofs, roads, pools and slopes actually exists or whether it will arrive later as a special assessment. Households plan for a mortgage and a property tax bill and then get handed a five-figure assessment they did not model. Reading the reserves before you buy, and knowing where they stand while you own, is one of the few genuinely local pieces of financial diligence in a city like this one.

The households themselves are family-heavy and time-poor. Long commutes down the 241 to the Irvine complexes, both spouses working, and a high income that is fully committed by the time it reaches the bank. The pattern we see repeatedly is a strong salary with a weak savings rate, because nobody ever set the order of operations: capture the whole employer match, decide deliberately between Roth and pre-tax, fund the 529 at a level that fits rather than a level that sounds impressive, and only then think about paying the mortgage down early. The Empresa and Banderas business park

The city's own employment base — medical device manufacturing, including Applied Medical's operations here, alongside light industry, distribution and professional offices. Capistrano Unified and Saddleback Valley Unified

Both districts run schools serving parts of the city. Certificated staff are CalSTRS members, classified staff CalPERS, and the supplemental 403(b) sold on campus is a separate decision from the pension — usually a more expensive one than it needs to be.

Home-based and professional businesses

How worried should I be about a special assessment from the association?

Worried enough to read the reserve study, not so worried that it changes where you live. Every association is required to keep reserves for major components and to disclose their condition to owners; the useful question is what percentage funded they are and what the schedule of upcoming replacements looks like. An underfunded reserve does not mean an assessment is coming tomorrow, it means the cost has been deferred rather than avoided. From a planning point of view we treat it the way we treat a roof: a large, lumpy, foreseeable expense that belongs in the cash reserve rather than as a surprise on a credit line.

We make good money and somehow save almost nothing. Where does it go?

Usually into fixed commitments that arrived one at a time and were never re-examined together — the mortgage, two sets of dues, tolls, two car payments, activities, and childcare that costs as much as a second mortgage while it lasts. The fix is not a budgeting app. It is making the saving automatic and prior: a payroll deferral you never see, an automatic transfer on payday, and a rule for what happens to bonuses and raises before they land. Households at this income usually have more room than they think, and it is almost never found by trimming discretionary spending.

Should we be funding a 529 or paying the mortgage down faster?

Retirement first, in almost every case — there is no loan for it, and a well-funded parent is worth more to an adult child than a fully funded college account. After that, the 529 usually wins over extra mortgage payments while the children are young, because the tax-free growth needs time to be worth anything and the money can be redirected to another beneficiary if plans change. Paying down a mortgage removes an interest cost equal to your rate, which is a genuinely good deal at 7% and a poor use of capital at 3%. It is arithmetic, and it depends on your rate. Run it.
