Investing for contractors and tradespeople in Los Angeles County

This is the county with the most public works in California, which means it is the county where the fringe line on a wage determination is most likely to be your money.

The short answer

Los Angeles County runs more public construction than anywhere else in the state — school and community college bond programmes, transit, the airport, the port, the county's own capital work and eighty-eight cities with their own projects. That makes prevailing wage a live question for a large share of this county's tradespeople, and it makes the fringe portion of the published rate the most valuable thing on their pay stub that nobody explains.

Where contractors and tradespeople are in Los Angeles County

The trades cluster along three bands here. The first is the 5 and 605 corridor through Santa Fe Springs, Norwalk, Downey and Pico Rivera — contractor yards, supply houses, sheet metal and fabrication shops, and the small licensed outfits that work out of them. This is the densest concentration of construction employers in the southeast county and it is where our office sits. The second is the San Gabriel Valley band through Azusa, Glendora, Irwindale and Pomona, which leans heavy: aggregate, concrete, grading, equipment operators and the civil contractors who work the freeway and flood-control projects.

The third is the Antelope Valley. Lancaster and Palmdale hold a large share of this county's residential and commercial trades workforce, partly because a house with a yard and a truck is still attainable there, and partly because of the utility-scale solar and aerospace construction work in the high desert. A great many of those workers commute sixty miles or more down the 14 to jobs in the basin, which is an hours-and-fuel cost that never appears in the wage rate and quietly shortens the working life it is paying for.

Union density in this county is real and organised. The Los Angeles/Orange Counties Building and Construction Trades Council covers both counties from here, and the joint apprenticeship programmes that feed the locals are one of the few genuinely functional training pipelines left in California. If you came up through one of those, you have a multiemployer plan and hours-based eligibility already. If you came up open shop, you almost certainly have neither, and the two halves of the same trade end their careers in very different financial positions.

What changes locally

What is genuinely different here is volume of public work, and therefore exposure to prevailing wage. School district and community college bond construction, transit projects, airport and port capital programmes, county facilities and eighty-eight separate city capital budgets mean that a Los Angeles County tradesperson is far more likely than most to be on a covered job in any given year. On those jobs the published rate is the basic straight-time hourly rate plus employer payments, and employer payments actually made to a bona fide plan are a credit against the total obligation. Where no plan contributions are made, the fringe portion generally reaches the worker as additional taxable cash instead. Whether that is happening on your jobs is a question you can ask and probably never have. The second Los Angeles item is the city itself. The City of Los Angeles collects its own gross-receipts business tax and requires a Business Tax Registration Certificate from those carrying on business inside it — including self-employed people whose business address is elsewhere but who work within the city for seven days or more in a calendar year. For a licensed contractor pulling permits across a dozen jurisdictions, Los Angeles is the one with a tax attached rather than just a licence fee. The Small Business Exemption removes the tax below $100,000 of prior-year gross receipts, and it survives only on a timely renewal filing.

What we do about it

For a union member, we take the multiemployer plan as given and build the rest of the household around it. That means reading the summary plan description and the annual funding notice rather than guessing, understanding how hours convert into health eligibility and pension credit, and knowing what a slow year actually costs you in both. Then we size the supplemental saving against the gap between what the pension will pay from its date and what the household needs before it — which is where a deferred account, if your local offers one, and an IRA or a spouse's plan do their work.

For open-shop and self-employed tradespeople, we build the structure from nothing, because that is usually what is there. Net self-employment income supports a solo 401(k) — $24,500 of employee deferral for 2026 plus an employer profit-sharing contribution, $72,000 combined — or a SEP-IRA. Once there are employees beyond a spouse it becomes a different design question and a CalSavers obligation, and we say so rather than selling you the wrong container.

We also do the unglamorous part: front-loading. A trade career has a finite productive span and the last few years of it are the least dependable, so the funding curve should be heavier early rather than flat to sixty-seven. And we will tell you plainly that a disability policy is often the more urgent purchase than the next contribution — we do not sell insurance and earn nothing when you buy it.

Questions

How do I find out what the fringe rate is on my job?

It is published. California general prevailing wage determinations are issued by the Director of Industrial Relations by craft and by county, and each one separates the basic hourly rate from the employer payments. Your employer, your union hall or the awarding body can point you at the determination for your classification. Reading it once is worth the twenty minutes: it tells you what your total package on that job is supposed to be, and how much of it is fringe.

I am open shop. Is there any plan available to me at all?

Yes, though nobody is going to bring it to you. If you are a W-2 employee, your employer either sponsors a plan or is required to have registered for CalSavers, and either way a Roth or traditional IRA on top of it is yours to open independently at $7,500 for 2026. If any of your income is 1099, that part supports a solo 401(k) or SEP-IRA on its own, which is a far larger container. Most open-shop tradespeople have been offered nothing and concluded there was nothing to be offered. Those are different facts.

I am an apprentice. Is it too early for any of this?

It is the best moment you will ever have, for the same reason it is the least likely to feel like it. Money contributed in your twenties compounds for forty years; money contributed at fifty compounds for fifteen. If you are in a JATC-fed programme your pension credit is already accruing on hours worked, and a Roth IRA alongside it — funded at whatever you can actually sustain — is the entire additional step. We open accounts at $0 for exactly this situation.

My back is going to decide when I retire, not a date. How does that change the plan?

It moves two things up the list. Disability coverage, which protects the income while you still have it — we do not sell it and earn nothing on it, and we will still say it is often the higher priority. And a front-loaded funding curve, because a plan that assumes full earnings at sixty-two is assuming the one thing a trade career cannot guarantee. It also makes the elections in a multiemployer plan more consequential, since early or disability retirement provisions vary by fund and are worth reading before you need them.

Half my jobs are inside the City of Los Angeles. Do I need a BTRC?

Probably, and the Office of Finance is the authority on it rather than us. Their guidance directs self-employed people to register where they carry on business in the city, including those based elsewhere working inside it seven days or more in a calendar year, with tax measured on gross receipts and the Small Business Exemption removing it below $100,000 of prior-year receipts — provided the renewal is filed on time. For a contractor working across many jurisdictions, this is the one where late filing costs real money.

I am in a local and my wife has a 401(k) at a hospital. How do those fit together?

As one household plan rather than two separate ones. A multiemployer pension pays a set amount from a set date and is largely fixed; a 403(b) or 401(k) is flexible and can be targeted. The sensible approach is to establish what the pension will pay and when, and then aim her deferrals and any supplemental account at the gap that leaves, including the years before either of you can claim Social Security. Two survivor elections and two retirement dates belong in the same conversation.

I live in Palmdale and work in the basin. Is a meeting practical?

By video, yes, and that is how most of it happens. Palmdale and Lancaster to Norwalk is a long drive and we will not pretend it is not. Nothing about opening or managing an account requires you in the room. When people do come to the office it is usually from the corridor right around it — Santa Fe Springs, Downey, Whittier, La Mirada, Pico Rivera.

What does this cost, and is there a minimum?

There is no minimum to open an account. We ask for $50 a month of continuing deposits, because a plan you do not fund is not a plan. Investment management is 1.5% to 2.0% of assets per year, billed quarterly, and it is published on the site — which is more than most firms in this market will tell you before a meeting.

Do I have to have a lot saved already?

No, and that is deliberate. Most firms set a minimum precisely to avoid people at the start of this. We built the opposite: $0 to open, and the same fiduciary standard whether the account is four figures or seven.
