Walnut Park is a small, dense unincorporated Los Angeles County community of about 15,000 people next to Huntington Park — median household income $80,331, and one of the most heavily Latino places in the county. Under a square mile holds all of it, which makes this one of the most densely populated pieces of ground in Southern California. There is no city hall and no mayor: the Board of Supervisors governs, County departments permit and inspect, and the Sheriff's Department polices. Pacific Boulevard is the spine of the local economy, running down out of Huntington Park and through here as one of the busiest Spanish-language retail corridors anywhere in the region — bridal and quinceañera shops, jewellers, shoe and clothing stores, phone repair, panaderías, and the tax and money-transfer offices that hold most of the community's financial paperwork. Around it, Florence Ave, Santa Fe Ave and Seville Ave carry the everyday trade: markets, salons, mechanics, restaurants. Almost none of it is chain-operated, most payrolls are under a dozen people, and a great deal of the work in the community is retail, food service, garment, construction and cleaning — jobs where an employer retirement plan has historically not been offered at all.
Two structural facts shape our work more than the income figure does. The first is that this is a renting community, and densely so. The standard advice sequence — buy a house, then think about investing — is not a plan here, it is a delay, and it has cost a generation of households a decade of compounding they will not get back. The second is that most households here would be the first in their family to hold an investment account of any kind. There is no inherited financial machinery: no parent's brokerage statement to copy, nobody at the dinner table who has ever rolled over a 401(k). That absence, and not a shortage of money, is the actual barrier.
Starting from zero: what the first year looks like
Our structure exists for exactly this: nothing to open an account, $50 a month to keep it going. Fifty dollars is chosen, not marketing. It is roughly the level at which the habit survives a bad month, and it is low enough that nobody has to wait for a raise that may not come. The first year is usually the same five steps, in order. Build a small cash reserve first, because an investment account raided every time the car fails is not an investment account. Take any employer match on offer, since it is the only guaranteed return anybody will ever hand you. Open the right first account — at this income that is very often a Roth IRA, whose 2026 contribution limit is $7,500, funded monthly rather than in one panicked April deposit. Three questions come up here more than anywhere else we work, and they deserve plain answers rather than a brochure. Filing with an ITIN does not automatically shut you out of an investment account; custodians run identity verification on every applicant, and what an ITIN supports is worth reading before assuming the answer: la guía del ITIN. When your job has never offered a retirement plan
A large share of the work available along this corridor comes with no employer plan attached, and the usual advice — "increase your 401(k) contribution" — is useless if there is no 401(k). There are still three routes, and they are worth knowing in this order. If your employer has registered with CalSavers, you have almost certainly been auto-enrolled into a Roth IRA through payroll and may not have noticed; that account is yours, it follows you between jobs, and the first thing to check is whether the contribution rate and the investment choice are the defaults or something you actually chose. If your employer has not registered, that is a state-law problem for them rather than for you, and it does not stop you opening a Roth IRA on your own, which is very often better than the default anyway.
And if you are self-employed — a gardener, a mechanic working out of a yard, someone sewing at home, a street vendor with a permit — you are not covered by anyone's payroll and the account has to be opened deliberately. Yes. Self-employed income is income: you report it, you pay self-employment tax on it, and that reporting is what builds your Social Security record and lets you fund an IRA. If your employer has registered with CalSavers you may already have a Roth IRA running through payroll on default settings worth checking; if not, you can open a Roth IRA directly and control the contribution and the investments yourself.
